Position Purpose:

A senior management role responsible to operate as the final authority at the assigned Port in respect of all matters relating

to pilotage, navigation, navigational aids, dredging and other matters relating to the safe and efficient movement of vessels

within Port limits so that legislative requirements are adhered to, as well as to ensure availability and operational provision of

timeous maritime services in line with the National Ports Act no.12 of 2005 section 74(3).

Position outputs:

– Promote or secure conditions conducive to the ease or safety of navigation in the Port;

– Regulate the movement, mooring and unmooring of vessels in the Port;

– Control the manner in which cargo, fuel, water or ship’s stores are taken on, discharged or handled;

– Regulate the removal or disposal of any residue and mixtures containing oil or noxious liquid substances, sewage and garbage from vessels in the Port and require any such matter to be deposited in reception facilities;

– Detain a vessel reasonable suspected of causing oil pollution and ensure that the total cost of the pollution

clean-upoperation is recovered, or acceptable guarantees are provided, prior to the vessel being given permission to leave the Port;

– Take such steps as may be reasonably necessary to bring an instruction issued under subsection (3) of the National Ports Act (2005) to the notice of any person likely to be affected by it;

– Manage the Harbour Master’s budget so that the financial requirements key focus areas of the department are achieved;

– Manage staff so that they work within an environment conducive to being motivated and to achieving work objectives and the objectives of TNPA;

– Regulate the safe provision of tug services by licensed tug service provider;

– Ensure adequate and efficient lighthouses and other navigational aids within the port limits and at such other places as the Competent Authority may determine;

– Provide or procure pilotage services & ensure all pilots are duly trained so that they are competent and licensed for the operation;

– Develop, implement and provide marine related advice to Port Management team;

– Co-ordination of Search & Rescue activities within Harbour Master’s jurisdiction;

– Collaboration and interaction with International Harbour Masters Association to maintain international benchmarks;

– Maintenance of quality management system –ISO & other safety, health & environment systems.

Qualifications & Experience:

– Previously held a Certificate of Competence – [STCW Deck Officer] or equivalent Naval Qualification;

– Previously held a Port Operations Certificate (Tug Master Qualification);

– Marine Pilot License;

– Thorough knowledge of shipping operations and ship/shore interface management

– A minimum of 12 years’ relevant overall experience including as Tug Master, Pilot or Deputy Harbour Master.

Added Advantage:

– Certificate/Diploma/Degree in Operations or Business Management;

– Harbour Master Certificate – National/International Diploma in Harbour Masters.
